The District was organized in 1883 after gold was discovered and several mines began working. Prospectors built a small mill at Kelly’s Well and a pipeline to the Sullivan mine. But the mill was a failure and the miners abandoned it the following year. The last activity in the District occurred during 1909 to 1911. Today, mine dumps and old cabins are scattered around the District and ruins of the mill are at Kelly’s Well. During the 1880s Kelly’s Well served as a water stop on the Luning-to-Downeyville road.
