Previously called Dugout Gulch, the area was renamed Leslie Gulch after one of the local ranchers who was struck by lightning in 1882. 

Like most of Eastern Oregon, the residents there were ranchers who were inspired by the natural beauty of the area. At one point there were many ranchers in the area, however, many of them abandoned the area because of the extreme remoteness of the area in favor of more settled communities in Idaho and Central Oregon.

Herbert Hoover created the Owyhee dam here in 1932 which at the time was the tallest dam in the USA. It served as the prototype for the Hoover Dam on the Colorado River. SUBMITTED BY: James Thomason
